About URL Encoder & Decoder
Percent encoding has two jobs: protecting one value and preserving a complete URL's grammar. Component mode escapes separators, while Full URL mode retains delimiters such as slashes and ampersands. Both operate on Unicode through UTF-8.
Decoding rejects malformed hexadecimal or invalid UTF-8 instead of returning corrupted text. Plus-to-space conversion is opt-in, and results are never fetched or interpreted as links.
