Why do output width and height sometimes exchange places?

A net 90° or 270° rotation turns landscape geometry into portrait geometry, so width and height swap without stretching the picture.

How do the two flip controls differ?

Horizontal reflects left and right; vertical reflects top and bottom. Either can be combined with the selected rotation.

Can I rotate by an arbitrary angle such as 5°?

No. The tool uses 90° increments and 180° rotation, avoiding extra canvas borders or automatic cropping from free-angle rotation.
